This is a street maintenance program, which includes repairs to major thoroughfares and is being implemented in multiple Phases.
- Phase I is complete. 249 Panels have been replaced.
- Phase II is complete. 88 Panels have been replaced.
- Phase III is complete. 135 Panels have been replaced.
- Phase IV is complete. 167 Panels have been replaced.
- Phase V is currently being designed. Approximately 75 panels are expected to be replaced in this phase.

Concrete Panel Replacement – Phase 3
The Southwest Houston Redevelopment Authority (SWHRA) TIRZ 20 authorized Cobb, Fendley & Associates (CobbFendley) to continue efforts to identify and repair failed concrete pavement on TIRZ 20 roadways. SWHRA authorization to proceed with engineering design services was received by CobbFendley in July 2020.

Concrete Panel Replacement – Phase 2
The Southwest Houston Redevelopment Authority (SWHRA) TIRZ 20 authorized Cobb, Fendley & Associates (CobbFendley) to continue efforts to identify and repair failed concrete pavement on TIRZ 20 roadways. SWHRA authorization to proceed with engineering design services was received by CobbFendley in July 2020.

Concrete Panel Replacement – Phase 1
In collaboration with the City of Houston Public Works and Engineering, TIRZ 20 examined the concrete panels for ride quality and ranked from 0-100 scoring from worst to best. During the design phase a District wide pavement condition rating (PCR) study of the existing concrete pavements in the Zone was performed to evaluate and rank the existing pavement serviceability. This ranking score determined the required course of action for the repair, rehabilitation, and replacement of the existing concrete panels to minimize further pavement deterioration and extend the roadway serviceability.
